Conrad Wolfram: “Wir machen Expertenwissen zugänglich”

Conrad Wolfram ist der jüngere Bruder des Wolfram-Research-Gründers Stephen Wolfram und bei dem Unternehmen für strategische und internationale Entwicklung zuständig. Anfang Februar hat Futurezone beim Berliner Festival für Kunst und digitale Kultur, Transmediale ein Interview mit WolframAlpha-Entwicklungschef Conrad Wolfram geführt. Zur Offenlegung von Regierungsdaten sagt Wolfram:

Es ist großartig zu sehen, dass diese Informationen verfügbar gemacht werden, besonders im Fall von Großbritannien. Ursprünglich wollte die Regierung ja für diese Daten Geld verlangen. Es freut mich, dass dieser Plan verworfen wurde. Damit die Daten mit Wolfram Alpha verarbeitet und berechnet werden können, bedarf es noch einiger Anstrengungen in der Strukturierung der Daten. Sie sind noch in einem frühen Stadium.

Bei der Aufbereitung von Regierungsdaten arbeiten wir aber auch mit Regierungen selbst zusammen. Die US-Regierung ist etwa sehr daran interessiert, diese Daten gemeinsam mit uns berechenbar zu machen. Ich hoffe, dass auch andere Länder diesem Beispiel folgen werden.

World Day Against Cyber Censorship

Reporters Without Borders will celebrate World Day Against Cyber Censorship on 12 March. This event is intended to rally everyone in support of a single Internet that is unrestricted and accessible to all. It is also meant to draw attention to the fact that, by creating new spaces for exchanging ideas and information, the Internet is a force for freedom. However, more and more governments have realised this and are reacting by trying to control the Internet.

Reporters Without Borders will mark the occasion by issuing its latest list of “Enemies of the Internet.” This list points the finger at countries such as Iran, China, Saudi Arabia, Vietnam and Tunisia that restrict online access and harass their netizens. A list of countries that have been placed “under surveillance” for displaying a disturbing attitude towards the Internet will also be released.

Reporters Without Borders will award the first “Netizen Prize,” with support from Google, at 7 p.m. on 11 March 2010, on the eve of World Day Against Cyber Censorship. The prize will be given to an Internet user, blogger or cyber-dissident who has made a notable contribution to the defence of online freedom of expression. The award ceremony will take place at the Paris headquarters of Google France.

Reporters Without Borders has designed a logo to symbolise the defence of online free expression. It represents a computer mouse freeing itself from its chains. The logo can be downloaded free of charge and is available in various colours. Do you want to show your support for World Day against Cyber-Censorship? Tim Berners-Lee: The year open data went worldwide

Last year here at TED I asked you to give me your data, put your data on the web, on the basis that if people put data onto the web, government data, scientific data, community data, whatever it is, it will be used by other people to do wonderful things, in ways that they never could have imagined.

Transparenz in der Parteienfinanzierung

Mit der Aktion “Transparenz in der Parteienfinanzierung“ wollen Lobbycontrol, Mehr Demokratie, Transparency International und Campact “den Einfluss großer Spenden begrenzen, Geldflüsse an Parteien transparenter machen und eine unabhängige Kontrolle der Parteifinanzen durchsetzen.” Bei Campact kann man die Aktion unterstützen, indem man eine Mail an die Fraktionsvorsitzenden im Bundestag schickt.

Die aktuellen Fälle von zweifelhaftem Parteien-Sponsoring erzeugen den Eindruck, Politiker/innen und Parteien seien zuweilen käuflich. Das Parteiengesetz schiebt diesen Praktiken bisher keinen wirksamen Riegel vor. Unterzeichnen Sie unseren Appell an die Fraktionsvorsitzenden der Bundestagsparteien für eine grundlegende Reform der Parteienfinanzierung! Europe 2020: Commission proposes new economic strategy in Europe

The European Commission has published a proposal for a new economic strategy in Europe titled: EUROPE 2020: A European strategy for smart, sustainable and inclusive growth. The press release IP/10/225 titled: Europe 2020: Commission proposes new economic strategy in Europe, states:

In order to meet the targets, the Commission proposes a Europe 2020 agenda consisting of a series of flagship initiatives. Implementing these initiatives is a shared priority, and action will be required at all levels: EU-level organisations, Member States, local and regional authorities.

One of the flagship initiatives detailed in the strategy is titled: A Digital Agenda for Europe and states: (reference pages 11 & 12)

The aim is to deliver sustainable economic and social benefits from a Digital Single Market based on fast and ultra fast internet and interoperable applications, with broadband access for all by 2013, access for all to much higher internet speeds (30 Mbps or above) by 2020, and 50% or more of European households subscribing to internet connections above 100 Mbps.

Die Definition von zeitnah, im Englischen “timely”, lautet gemäß der Open Data Principles folgendermaßen: Data are made available as quickly as necessary to preserve the value of the data. – Daten werden so zügig, wie zur Werterhaltung notwendig, zur Verfügung gestellt.

Open Energy Info is a platform to connect the world’s energy data. It is a linked open data platform bringing together energy information to provide improved analyses, unique visualizations, and real-time access to data. OpenEI follows guidelines set by the White House’s Open Government Initiative , which is focused on transparency, collaboration, and participation. OpenEI strives to provide open access to this energy information, which will spur creativity and drive innovation in the energy sector.

Open Data & E-Government auf der CeBit

Eines der interessantesten Panels der kommenden Webciety findet am 4. März um 15 Uhr statt und trägt den Namen “Politik, Demokratie und das Web 2.0“.

Auf dieser Veranstaltung werden Markus Beckedahl vom Open Data Network, Anke Domscheit vom Government2.0 Netzwerk Deutschland sowie Dr. Martin Lindner und Rolf Luehrs die Veränderungen diskutieren, die das Web 2.0 und die sozialen Medien auf die gesellschaftlichen und politischen Prozesse haben. Zwei Themen, die dabei ebenfalls eine Rolle spielen werden, sind Open Data und e-Government.

Frankfurt gestalten – offene Daten für eine partizipative Lokalpolitik

Was entscheiden Politiker in meiner Nachbarschaft? Was passiert in meiner Straße? Frankfurt-gestalten.de – ein neues online-Projekt soll den Bürgerinnen und Bürgern Frankfurts das Mitmachen in der Lokalpolitik Frankfurts erleichtern und die Potenziale für offene Daten aufzeigen.

Die Webseite bietet aktuelle Vorlagen der Ortsbeiräte per E-Mail – als Abonnement für die einzelne Straße oder ein Stadtviertel. „Verpass keine Entscheidung in deiner Nachbarschaft.“ Jede Vorlage, wie zum Beispiel die Anfrage zur geplanten Entfernung der Radaranlage Offenbacher Landstraße, kann direkt online kommentiert und diskutiert werden. Economist: European Commission PSI re-use Directive has no bite!

The Economist has published a special report on managing information that contains an article titled: The open society – Governments are letting in the light.

The article reviews the actions Governments across the world are taking with respect to public sector information. The article uses examples from the United States and compares with other parts of the world including Europe. The article refers to the European Union Public Sector Information re-use Directive 2003/98/EC and states:

Other parts of the world are also beginning to move to greater openness. A European Commission directive in 2005 called for making public-sector information more accessible (but it has no bite). Europe’s digital activists use the web to track politicians and to try to improve public services. In Britain FixMyStreet.com gives citizens the opportunity to flag up local problems. That allows local authorities to find out about people’s concerns; and once the problem has been publicly aired it becomes more difficult to ignore.
